It is and it isn't. The money side is pretty awful but the fandom and link to where you are from or live I think is quite nice. Grass roots soccer I imagine is also great to be involved in

Their culture is dog shit and the way they treat gay people is just part of that
Edit: to be clear that is Qatar and it's neighbours. There are plenty of countries that could host a World Cup that are predominantly Islamic. Some of them even have football stadiums. There is a rich Islamic culture too in places with some history.
